The House agreed to an adjournment of the debate. The Under-Secretary intends asking leave to introduce a Bill authorising a loan of £3,000,000, for India. CONSTANTINOPLE, March 26. A majority of Eiuopean Commissioners, sitting in Roumelia, has declaied tothe Great Powers that, iu consequence of the great excitment of the population aud the opposition of Russian officials, the financial administration of tbe province according to the treaty of Berlin is impossible.
