IV/r A T: A U R A V E L E CTTOjNy Mr J. S. SHANKS invites the electors of the Ma,taura;District to meet him at the Vundermehtibhed/ time and place : — ■'..,.-. c '•■-.. • Schoolhouse, Wyndham, Tuesday, 14th Jan-; - mary, 7.30 p.m. yf TO THE \y ELECTORS OF THE y VMATAEJRA DISTRICT. Gentlemen,— -_ ;'■''• .'■■■■" f In accordance with the promise made when I first intimated to you my intention of -becoming a candidate for your representation, T now ipurpose' to place before ybu the leading points of my poUtical creed. To begin with,; I have beehfor years past a supporter of •ihe party whose ; efforts /were directed to securethe; settlement! of vthe.land •by /means f of deferred payment— -asystem which has, in spite •of aU: Opposition, ; pro ved itself at -.pnce beneficial to those who have availed themselves .pf.it, and;advantageous;to/the.' colony, whose^ revenues to-day :are /augmentedviu rno smair/ degreevby; the contributions of men: who, but" for /the facilitiies the ,def erred system/ gave,;; -.woulq/rhay*s.--;leftr t p^;/s_p^:; : /The : present Ministry/. has,, taken Vup;the,! policy, in this respect, iniaugurated/.by the i .party- pf whom . Mr Donald^^ Reid iwas;thei«ader,! and so- long as they;adhere tp;it..they shaUhave my support.: With respect to thelegislatian of last session,- 1 may say thatthe" Land; Tax seems to be equitable, for,- whUe I shoiUd not wish to impose oppressive hurdehs. . on the holders i of large /restates, still less /should I wish I them to 'escape their-ffaiiy share -of taxation. Atthe same time .I/must, say that a. large section of the community appears to [ihe to haivebeenallbwedtp/ escape'scot free: in the apportionment, for I regard inednui, however derived — when- it exceeds a certain i minimum — as a legitimate factor in the estimate 'of /sources '' of /reyenue. f The" question rights has long engaged my atten^ tion, and however unpopular the admission may make me, I am bound to say that I 'am not in fayor of absolutely unrestricted, or rather I should say, unregulated, manhood suffrage. The franchise, as it stands at present, is a very comprehensive one. No man who honestly desires tp become an elector can fail, within a year or two of; his landing in the colony, to satisfy the requirements of the law if he exercises common prudence, while there are dangers that will suggest themselves to everyone in throwing open electoral' privileges to newcomers, necessarily ignorant of the bearings 'of political ' questions. With residence conditions, say of two or three years, I see no objection to manhood suffrage, and from the experience of the late session it is more thah probable that the present Government wiU not gq further than this in the Bill, which it is understood they intend to introduce. ; There are many minor, but not unimpor-' tant, matters on which you wUI wish to ..know my views, but as I intend to meet yon in the several divisions of the district, it will be more convenient to state them personally than by means of an advertisement.. „..y Meantime I remain, '" ' Gentlemen, Yours obedient servant, "JAS.
