The Governor is . still in Maiitgbarg, Natal, and all our ayaUable. forces are being, massed at. various points.. of the border, but Situ Wais (whether from fear or want of .preparation appears uncertain)' refrains from any over act of Avar although there can be little doubt •remaining that he is the instigator of the Sic'cqcepis trouble. the northern borders, having taking to fighting amongst themselves, the" task of "dispersing them proved easy,, and matters have so quieted down that the'' administration' of Gregnal and West has issued an amnesty',. from the operation of which only the chief and all councillors and leading men Avho have taken a permanent part in fomenting or maintaining rebellion, all rebels who -Were in receipt of pay from the Government as bead men, and all who' are suspected of having had any active share in any murder, are excluded.
