Rumor Again. — We may state that the rumor that was in general .circulation on Saturday respecting the appointment of Mr Mitchell to the Colonial Bank, is absolutely destitute, of foundation. Mr Dalgliesh is to be succeeded by Mr G. A. Birch, accountant of the Christchurch branch.

The Otautau Railway.— -Tiie following telegram' was received by the Mayor of Riverto_ frotji Dr Hoclgkmsou on Tuesday last: " Wellington, August 12th. Instructions have been given to advertise for tenders for the completion of the railway to Otautau. The extension of the line is included in the schedule of land reserved."

Dog and Poultry Show Committee. — A meeting of this committee took place yesterday evening in the Prince of Wales Hotel. Present — Messrs Pickford (chair), Dawson, Tomlinson, and Perkins (secretary). The finances were gone into, and a balance of overLl was feu ad to be to the good. It was resolved to hold a show on the 26th and 27th of next month, and that prizes be offered for dairy produce, in addition to those for dogs, fancy birds, and poultry. It was decided that a meeting of the committee be held on Wednesday night. The meeting then adjourned.

Rifle Volunteers. — The monthly Government inspection of the Invercargill Rifle Volunteers was held last night in the Drill Shed. Captain Macrorie, senior officer iv the town, inspected the company, the strength of which on the occasion was as follows : —

Lieutenants Scandrett aud Dawson, four sergeants, and 30 rank and file. Drill sergeant Towler was also present. Tho men were put through several company movements, bayonet exercise, and manual exercise, the whole of which they executed with great preeision,and in a highly creditable manner. The arms and accoutrements were also found clean and in very good order. The men. in a demonstrative manner, expressed their pleasure nt the return of Lieutenant Dawson, who has been absent on sick leave for some time iv Melbourne, and this officer returned thanks for their expression of .TppivyMntiV.n,

Severe Flood. — The Riverton paper of last week says : — During the early part of the week the district was visited with the most severe flood which has occurred for many years. Considering the immense amount, of water carried down the rivers.very little damage has been done, except at Otautau, where the approaches to the bridge on the Riverton side have been washed away. The water was several inches deep in Price's Hotel, and the country for miles was a sheet of water, Mr Mackintosh, we understand, has lost a great number of sheep.

New Licensing Bill. — We. Dunedin Star, have been permitted to make the following extracts from a letter from a gentleman iv Wellington : — ' The New Licensing Bill, the draft of which has boon shown to me, maintains the Licensing Courts pretty much as at present, but gives a ' locus standi' to all objectors on special grounds. It provides that no license shall be issued in any particular case if two-thirds of the residents iv the neighborhood shall protest by memorial, with signatures duly authenticated. ; Residents ' probably means adult residents. There is no provision for compensation. The Bill is immensely long: it contains 197 sections, There will no doubt be a hard fight on it on behalf of the publicans, on whom it is decidedly ' rough.' The police regulations and provisions re adulteration arc exceedingly stringent : and the onus of proof in all cases, such as sirpplying persons alleged to be lodgers, &c, is cast on the publican. The prohibitory provision, it will be observed, is not like in Sir Wilfred Lawson's Bill, or in the Canadian Act, against {selling in any district, but only against an individual house. The Bill is so long, and affords so much opening for debate, that I hardly venture to hope that it will pass unmutilatcd.'
