APARIMA ROAD BOARD.

The Board met at their office, Commercial Hotel, Riverton, on Saturday, the 9th inst. In the absence of the chairman, Mr John Cumming was voted to the chair. There were present Messrs Cumming, Hopcroft, M'lntyre, M'Neill, Menzies, G-errard, Coster," Sutton, Boyd, and Dr Hodgkiason. A letter from the Solicitor was read as follows :— " I have the honor to acknowledge the receipt of your letter of the 16th ult., asking for my opinion on the effect of the Superintendent's proclamation of the 27th October, 1873, with regard to the proclamation of a main district road. As I have already given | an opinion on the subject to Mr Mackintosh, who is interested in the question, I cannot advise the Board thereon." The committee appointed to report as to the desirableness of having a road laid off from section 45 to section 24, Oreti Hundred, gave in their report as follows : — " The committee examined the Baid road from the one end to the other, and came to the conclusion that it was both a useful and a necessary road." A petition requesting said road to be laid off without delay was laid before the Board; also a letter from Mr Mackintosh, Strathmore, requesting that, should the committee's report be submitted to the Board, consideration thereof be deferred to next meeting of the Board. It was moved by Mr Gerrard, and Beconded by Mr Boyd, that consideration of the report be deferred until next meeting. It was moved by Mr Hopcroft, and seconded by Mr M'Neill, as an amendment — That the report of the committee be taken into consideration at this meeting. The amendment was carried by 7to 2. On the motion of Mr Boyd, seconded by Mr Hopcroft, the Board adopted the report, and instructed the clerk to request Mr Baker to get said road laid off when the adjoining land is being surveyed. The motion of which Mr Cumming gave notice at last meeting was the next business. It was moved by Mr Gerrard, seconded by Mr Sutton, that Mr Cumming being in the chair, consideration of the motion be postponed to neit meeting. Moved by Mr Boyd, and seconded by Mr Hopcroft, as an amendment, that the matter be decided now. This was carried by 7to 3, It was moved by Mr M'Neill, and seconded by Mr Menzies, that Dr Hodgkinson take the chair, to enable Mr Cumming to move the motion standing in his name. Agreed to. Mr Cumming moved — That the following resolution, passed on the 19th August last, viz., That the expenses of the case Howell v. the Aparima Road Board, Jess £2 for surface damages, be borne proportionately by all the subdivisions, be struck off the minute book, as being, according to the solicitor's opinion, invalid. Mr Hopcroft seconded this. It was moved by Mr M'lntyre, and Beconded by Mr M'Neill, as an amendment — That the resolution referred to remain as it is. When the questions were put to the vote, 4 voted for the amendment and 5 for the motion — the Chairman not voting at all. After some conversation, the Chairman resolved to take the votes again, for and against. The amendment being put, there were one for and six against. The motion i being put, there were six for and one against. The motion was declared carried, and the Clerk was instructed to rectify the accounts accordingly. It -was moved by Mr Cumming— That this Board recommend that the gravel Reserve adjoining section 32, block 9, Jacob's River Hundred, which is inaccessible, be exchanged for six acres of gravel land, to be given by the owner of the said section, from the north-west end thereof, and that the Waste Lands Board be requested to take the necessary Steps to get the exchange effected. This was seconded by Mr Hopcroft, and carried, Mr Cumming being again in the chair. Mr Charles M'Kenzie applied for authority to erect awing gates on road between sections 13 and 53, block 7, Jacob's River Hundred. Granted. Mr M'Callum applied for authority to erect swing gates on road lines running through his land. Granted. Mr W. Boyd applied for leave to erect a swinggate on road running through his land west of Waimatuku Bush. Granted. The Clerk reported that the present proprietor of the hotel requested him to state that the arrangements made by the Board with tbe former proprietor of the hotel did not quite suit him, and that he wished fresh arrangements to be made. On the motion of Mr Boyd, Beconded by Mr Coster, Messrs Menzies, Hopcroft., and Cumming were appointed a Committee to make the necessary arrangements. The Committee of the New River Subdivision gave in their report : — "They resolved to recommend to close the road through Mr James Grieves property, "Waianiwa, formerly reported on, as the two roads are considered unnecessary. They also agreed that tbe sum of £10 be expended, if necessary, on the road requested by Mr John Grieve, near Spar Bush." The report regarding closing the road through Mr Grieves land was adopted, and the Clerk instructed to notify the same to the Superintendent. The work recommended was sanctioned, provided there are funds available, after paying for works formerly mentioned. A letter from Mr John Templeton was read objecting to the removal of the road running through Mr Harvey's land, Waimatuku Flat. A letter was read from the Chairman of the Central Beard of Health, referring to the provisions of eection 15 of the " Public Health Act, ]872," and requesting that a report as to the sanitary condition of the Aparima Road Board District might be furnished to the Central Board of Health. Resolved—That the Clerk be instructed to

acknowledge receipt of said letter, and furnish a report as to the sanitary condition of this Road District, as requested. A letter was read from the Secretary to the Railway and Immigration Committee, forwarding resolution passed by that Committee, as follows : — " That the Secretary be instructed to invite the cooperation of iho several Road Boards, agricultural societies, and chairman of the Wesiorn District Farmers' Club, in Southland, in aid of this Committee's determination to, if possible, secure the fulfilment of one of the fundamental conditions of Southland reunion with Otago, viz., that every third immigrant ship should sail direct" to Bluff Harbor." It was resolved that this Board recommend that steps be taken to secure that every third immigrant ship shall make the Bluff a port of call, and cordially cooperate with the Railway and Immigration Committee in endeavoring to secure this object. It was moved by Mr Coster, and agreed to— That the Inspector of Surveys be requested to cause the survey of the Slain District Road from section 3 to section 40, Oreti Hundred, to be completed at an early date, with the view of making improvements thereon. Moved by Mr Hopcroft, and seconded by Mr G-errard— That the Superintendent be requested to appoint the members of Aparima Road Board inspectors under the Thistle Ordinance, in their respective subdivisions. Agreed to. The committee of Jacob's River subdivision was authorised to put in a box-culvert near the property of Younger Bros. Resolved— That next meeting be held on Saturday, 6th February, pros.
