Tho Premier, Mr Gillies, last night introduced new rules of proceeduro in the Victorian Parliament. Hcdisclaimed any intention of hampering tho freedom Parliament. Tho rules were designed merely to prevent waste of time. The debate was not finished. Tho total amount of imports into Victoria during 1883 was £23,972,000. Exports £13,853,000. In both instances the returns show an increase over 1887.

It was anticipated that a vote of want of confidence in tho Government would have been moved on the Address in Reply, but the latter was carried without any amendment. It has since transpired that Sir J. R. Downes, member for Caroeaa, declined to the Opposition
j unless he was assured of an absolute : majority. This assurance not forth- ! coming, the proposed attack on the ' Government was abandoned.

In the Legislative Assembly last night the Payment of Members Bill was read a second time. It provides for the payment of an honorarium of £3OO per annum, in addition to travelling expenses.
