At the Samoan Conference on May Ist, Air Kasson, United States Commissioner, speaking for his associates asked if there existed any secret understanding between England and Germany in regard to the partition of Tonga and tho Samoan Islands. In reply, Prince Bismarck and Sir B, Maletjbolh denied the existence of any such understanding. This incident was afterwards denied officially. Kraul, Bates and Scott had prepared a report on the land question in Samoa, which provided for a native ruler and a constitutional tribunal.
