Mr Justice Hawkins, one of the English chief justices, during a recent assizes, played rap-jacket with the Kent magistrates, because'of their severity in the matter of bail. The Judge said that no man ought, except in exceptional cases, to be kept in prison even one hour until he has been found guilty of an offence; and that, in all cases, bail should be as-light as possible, and the poorer the man the easier the terms should be. Even if. the man absconds he is punished, and the very fact that there is a warrant out against him is in itself almost a guarantee for his good behaviour, For a poor man, because he cannot find bail, to be kept in prison for a long time an offence the jury ultimately finds he has not committed, is an outrage and scandal on our laws. A rich man can. of course, find bail where a poor man cannot. Magistrates should cut this note out and paste it in their hats.
The Prince of Wales has, perhaps, the finest railway coach in Europe. It contains seven rooms, there being a study with a little library, a couple of bedrooms, a dressingroom, and a bathroom. The bedroom is meet luxuriously furnished in old gold silk, being lighted by electricity, and the panelling is beautifully painted.
