Prince Bismarck, in a despatch to Herr Steubel, the recently appointed German consul at Samoa, says he holds Dr Knappe (formerly German consul at Apia) responsible for tho evils resulting from the military action prompted by him on the 17th December last, which needlessly imperilled tho peace of Germany with America. Tho Chancellor states that Germany has no orders to give the Samoan natives about their own affairs, as the German mission to Samoa is restricted to protecting German subjects, and enabling them to develop commerce. The despatch instructs the German naval commanders to use their own discretion when a requisition for force is made by the consuls, unless the requests of the latter are supported by direct authority from the German foreign office.
