A perfectly intact tomb was discovered at a well in Borne lately, and Signor Lanciani, the well-known Boman archaeologist, at once proceeded to inspect it. It contains nineteen vases. They are of a rather common pattern, with the exception of three, which have red and white decorations on a black background. On January 25th Lord Wolseley delivered an address at Birmingham on the relations between the different parts of the British Empire and the conditions of Imperial defence. Lord Wolseley took a gloomy view of the immediate future. The great countries of Europe are arming to the teeth, and he declares, not only that a greater war cloud than ever hung before is now banging over the world, but that this cloud will assuredly burst. What we have to consider is whether we can keep ourselves out of the storm, and whether, if we should be drawn into the struggle, we shall be able to defend our interests. Ho said that the Empire can he defended and ought to be defended ; but he protested against the postponement of the necessary measures until the danger is upon us. We pride ourselves as a nation in possessing the power of the purse ; but the conditions of modern warfare are such that this power must be used in time if it is to be effectual. There might not be time to take the money out of the purso. The rapidity with which warlike operations are now carried on would prevent any country from creating an army or navy while those j operations are in progress.
