BOROUGH COUNCIL ECONOMIES.

[To xhe Editor op the S.O. Times] Sib, —I seo in your issue of Tuesday that Councillor Delaney is giving notice of motion, for the next council meeting, that the council’s foreman of works, the council’s building surveyor under any amount of bye« laws, with dozens of clauses attached to each, the council’s engineer and surveyor for the borough, the council’s inspector of nuisances, etc., etc,, be now elevated to the position of waterworks inspector. Surely, sir, this would be keeping another man out of a billet with a vengeance, and also condemning the very principle he sought to establish at the last council meeting with regard to duplicate billets. If tlft foreman of works is capable of (not speaking of the time at his disposal for such extra work) acting as engineer and inspector of the waterworks, I, for one, shall require to see his credentials with regard to competency, and length of service spent in such undertakings before voting for such a radical change; and with regard to the present waterworks inspector, perhaps Councillor Delaney will point out to tho council some reasons why the inspector should bo dismissed at so short a notice. If not, such action on the part of the council would look monstrous in the eyes of tbo public, especially after engaging an assistant inspector some short time ago, and now to ignore seven years’ faithful services of an old tried servant, and to ride roughshod over him without even giving him a chance of earning a living in tho council’s employ. Surely in the face of such procedure ho will necessarily need some recommendation or he will have to leave the town to seek bread for his wife and family. Then again, failing good reason, why should an under inspector be kept on and tho other one discharged. Because if one person is sufficient to do the whole work and inspection why not retain tho services of the most efficient man, and by doing so you would be carrying out what X suppose you are aiming at, true economy ? I am, &c., A. Shehbaxt. Timaru, April 101 b, 1889.
