Ferry with a note by the Chinese Government regarding the recent parleying which took place at Paris for the settlement of the Tonquin difficulty. In the course of the note the Chinese Government fully confirms the action of its representative, and denies the truth of the statement by M. Tricon in bis despatch that the Marquis Tseng’s action had been disavowed by Le Hung Chan, the Chinese Premier. Nov. 8. It ia announced that Dr Harmand, French Consul at Bangkok, the capital of Siam, has been suspended. The InsurrectionBelgrade, Nov. 8. The leaders of the radical party have been arrested by the Government, and are suspected of being concerned in the insurrectionary movement which commenced at Scernarika. The action of the Servian Government caused much indignation among the radical section of the populace, and notwithstanding the strong measures which have been adopted to suppress the movement, the revolution is rapidly extending in various parts of the country.
