Constantinople, Oct. 27. Intelligence is to hand from Soufia that the relations between Russia and Bulgaria, which for some time past have been strained have now become unfriendly. The Russian officer, who was acting as aide-de-camp to Prince Alexander has been recalled by the Czar, Prince Alexander on his part has dis. missed his Minister of War, a Russian, and all Russian officers in the Bulgarian service.
