Dr Sutter, Bishop of Nelson, is a passenger by the Australia, which arrived here yesterday, en route for Melbourne. Telegraphic InterruptionMelbourne, March 16. Telegraphic communication between Australia and Java is expected to be hourly restored. The Premier’s AddressMr James Service, Premier, addressed bis constituents at Castlemaine last night. He unfolded the Ministerial programme, and justified coalition as the only means of obtaining practical legislation. He expressed himself as sanguine of satisfactory , results, and announced the abolition of political patronage in Government Departments, including the railway and education branches, and the appointment of a board of managers for the railways. He further announced that the railways would be extended, water supply improved and steps would to-be taken to settle matters in the country. It was stated that the finances of the last Government are in a deplorable state. Messrs Deakin, Tucker, Langridge and Levien, some of Mr Services colleagues, also addressed the meeting.
Mr Rose, Member for North Mel bourne, has been re-elected, unopposed.
