DEFENCE OF THE COLONY.

In the Honse last night Mr Bryce made the very welcome statement that the work of defending the principal harbors was to be proceeded with at once. Government were in communication with Colonel Scratobley on the subject, and had written to him asking whether he had any alterations to suggest on the plans he had already submitted, and whether he could come over to the Colony to complete his work. The cost of a system of heavy guns, combined with torpedoes, is estimated at £40,000, which Government proposes to taka out of loan in the first instance, making it a charge on the Consolidated Fund, and spreading it over font years. Better late than never. The guns are already here, and a start can be made with them, at any rate while Colonel Scratobley is maturing the rest of the plans.
