The obstacle which has hitherto prevented the creation of an International Court of Justice has been overcome. The Jurists Advisory Committee of the League of Nations, sitting at The Hague, adopted a plan by which judges will be selected by the Council and Assembly of the League of Nations, voting separateprovision is made for a joint mediation committee, or finally filling up the vacancies by judges already selected, -a result which was impossible of attainment at The Hague Ooference in 1907 and only to-day by the existence of the League of Nations machinery.
