A Boulogne communique states: The con bn cnee again discussed the question of the German payment of reparation and its distribution among the Allies, and agreed that Allied experts should meet in Paris to draw up a joint proposition on an agreed basis of submission to the Allied Conference which is to be held at Brussels on 2nd July, and which is to agree on a joint policy before the Spa Conference. The conference then discussed the disarmament of Germany, and approved a draft communication prepared by the military experts. Their proposal in regard to the ownership of distributed war material and the date of resumption of the manufacture of aircraft was also approved. The .French delegates reiterated the failure of Germany to execute the clauses relating to the delivery of coal and will advise the Reparations Commission in regard to the matter. It was finally agreed that the economic negotiations begun in London with the Russian economic delegates should be continued on the understanding that there was no question of political recognition of the Soviet Government. GERMANY TO MAKE AN OFFER PARIS, June 23. M. Marsal, Minister of Finance, in an interview regarding Germany’s reparation payments, said the Allies would not furnish Germany with a particular amount, but would ask the delegates at Spa what sum she was capable of paying. If the offer was unacceptable, the Allies would reveal the amount they had decided upon at Boulogne.
