Berlin, June 23 protracted negotiation the new Cabinet hag virtually been formed. A serious affair occurred at the last moment, the Social Democrats refusing to vote confidence in any Government in which the People's Party were represented. The Democrats passed a resolution that it was impossible under those circumstances to form a Government able tonegotiate at Spa with the confidence of Parliament behind it.
