Governor Stephens, of California, has,addressecl a letter to Mr Colby reading—"While'California does not harbour any animosity to the Japanese people, the State does not wish Japanese to settle within its borders. The Japanese population is now 87,279 in California, which views with alarm the rapid growth of the Japanese population and their control of land and forests. In the not distant future there will be the gravest menace of serious conflict if this development is'not immediately [effectively stopped.” Stephens urges that immediate negotiations should’ be begun with Japan in order to snake existing immigration agreements as rigorous as possible.
