United Press Association—By Electric Telegraph—Copyright Reoeived Jane 10, 9 am. Paris, June 9 Tho Echo de Paris learns that the Polish and Ozecho Slovakian Governments have agreed to abandon the plebiscite in the Retschen district and refer the matter to arbitration. The French Government has proposed the King of the Belgians as arbitrator.
