London, March 17 The report of the Departmental Committee on business, industrial and insurance companies and collecting societies has been issued. It makes a number of drastic recommendations. It points out that the premiums on industrial policies in 1918 exceeded twenty-five millions sterling. The number of policies was fifty-one millions. The report declares that the great majority of policies effected lapse within a short time and the control of organisation in the case of all large societies has been secured by agents. Therefore, it argues that the societies are conducted primarily in the interests of agents. The report asseverates that reckless extravagance- is carried on under forms *of law rendering the Beard of Trade helpless* to give protection insuring the public. The report urges immediate legislation prescribing reforms and increased control.
