Washington, March !7. ■ A Bill has been introduced into the House of Representatives authorising the War Finance Corporation to advance loans to the extent of a billion dollars to Germany, not more than three hundred millions of which shall bo advanced in any one year. The Bill provides that Germany may enter into contracts here for the purchases of foodstuffs and raw materials, and assure payment by guarantees' to be approved by the Reparation Commission. The War Finance Corporation will control the amount and kind of merchandise purchased. It is said tlie purpose of the measure ia to anticipate a great depression in American export trade, dne to the fall in the English and French rates of exchange. Congressman Smith proposes to reestablish languishing trade by arranging for credits to Germany amounting to two hundred million sterling. American exports ,havs dropped seventy per cent in the lase three montns.
