Received March. 15, noon Reuter % London, March 11 Passports have been supplied to a delegation of eleven representatives of the Trade Union Congress of the Labour Party going to Russia to spend two months studying the economic and political conditions. The delegation includes Messrs J H Thomas, Webb, Ramsay MacDonald, Snowdon, Mary Mao Arthur and Margaret Bonfield.
