Paris, March 13 The League of Nations will find its first important work preparing to inquire into the economic, commercial and labour questions. Russia may appoint t'wo commissions, one of which will deal exclusively with labour conditions. Both commissions include representatives of Britain, Fiance, Italy, Japan and America, alro prominent neutrals, with a view to guaranteeing impartiality and overcoming suspicions of the Soviet. Sydney, March 26 Mr Hughes, in tho course of a speech, said, regarding America’s hesitation to accept the League of Nations wholly, that he thought it was through a misunderstanding. He had never found foreign nations able to understand what the British Empire was. We were as mnch entitled to status under the Treaty as America, and intended to stand fast for the treaty. America need not fear because Australia and Ganadia had votes. They would not hesitate to assert their own, rights should they unfortunately run contrary to tiiose of the United Kingdom. Received March 16, 9 a.m. Washington, March 15 It is understood that there has been a further exchange of correspondence between President Wilson and Senator Hitchcock, in which the President pointed out that the new move by Senators Borah and Lodge to frame modifications of the Lodge reservations, especially in regard to Article Ten, is merely camouflage to gain Democratic votes, and would be tantamount to nullification of the Treaty. The correspondence has been shown to several Democratic Senators, and it is expected that they will vote to reject the newest compromise. The final vote on Article Ten will come up on Tuesday, and it is said that the Treaty is certain to be defeated.
