M. Poincare, in an article in the review “Two Worlds, ’’ declares that the Supreme Council should be put to a long sleep because it has followed a path of twists and turns, especially on the Constantinople question, and has dealt in a nerveless fashion with the Germans’ responsibility for the war. He suggests a better method would be to Ibave negotiations to diplomats, thus avoiding the necessity for frequent meetings of the Allied Premiers.
