MONARCHISTS IN POWfB SOCIALISTS TO STRIKE. United Press Association— By Electric Telegraph—Gopyrig ht. Berlin, March 13 The National Assembly has been .declared dissolved, and the Military party has captured the Government, The Socialists have declared a general strike. ® Reports from Cologne state that the new Government intends, to accept the Versailles Treaty. The militarists intend to proclaim Bindenburg Imperial President. 1 * Peaceful revolutionists ; occupy the Wilheimstrasse, and they have declared Dr. Wolfgang Kapp Chancellor. ; Troops returning from the Baltic marched into Berlin before the announcement that the Government was overthrown. The city preserves its usual aspect, and traffic is circulating as if nothing had happened. Everything is normal except that a considerable number of troops occupy the centre of the city. Dr. Kapp’s proclamation declares that the National Assembly’s mandate to establish a constitution and conclude peace has expired. It dissolves the Assembly and announces a return to constitutional conditions immediatelv internal order has been restored. The German War Minister states that a Monarchist Government will replace the Republican. Dr. Kapp assumed the dictatorship and has appointed Helfferlch as Chancellor. Amsterdam telegrams report that Dr, Kapp and Lnttwifcz control Berlin, and that they will dissolve the National Assembly and Prussian Landtag. Erhard Doberetz, with a brigade, arrived on the outskirts of the eity at five o’clock in the morning, and delivered a two-hour ultimatum, which the Government refused- to comply with, but fled instead in motors at 6.30. The brigade occupied the Government buildings without resistance. Other telegrams state that a similar coup d’etat was carried out in Mnuich. Marshal Foch was responsible for summoning the Allied Council in Paris this evening. £ The Standard learns that if the restoration of Monarchy is actually attempted the Allied armies will march on Berlin. The Ebert Government has taken refuge in Dresden. Ebert and Noske have issued a proclamation, in which they summon the workers to paralyse ail economic life and prevent the bloody reactionaries’ return, and to throttle the military dictatorship. It is reported that the new Government has offered the Presidency to Hmdenburg, whose arrest Noske had ordered on Friday night. Independent official news from .Berlin is atlll meagre. The authorities in London continue to view with considerable scepticism the KapGovernment, which claims the general success of the coup d’etat. The Sunday Express’ Berlin correspondent, supplying some disjointed details, significantly mentions that earlier messages were sup pressed owing to non-compliance with the rules of the new censorship, which is controlled by Trebitsch Lincoln. The correspondent states that when the revolutionary troops were advancing on Berlin, Noske established a formidable cordon of Republican soldiers in the centre of the city, and then escaped in a motor car, accompanied by Ebert. Immediately afterwards the defending force was withdrawn; giving the invaders a bloodless walkover. Who ordered their withdrawal is not stated. FURTHER DETAILS. Copenhagen, March 18 The Monarchist troops from the Baltic provinces occupied the western area of Berlin under pan-German auspices, and proclaimed the deposition of the Government, the restoration of Monarchy, and the appointment of Dr. Kapp, a fanatical pan-German Monarchist, as Ohancel- ' lor pro tempore. Noske had previously ordered the arrest of Kapp and other pan-Ger-mans for alleged complicity in a reactionary plot. The loyal Republican troops hold the eastern section of the city. Noske states that the plotters aimed to surprise the Government and provoke a revolution throughout Germany.
