VISCOUNT GREY’S LETTER.

Viscount Grey, of Palloden, cabled the New York Times as follows: “My letter was written on my own 'hiitaitive, it was given to the editor of the London Times to publish when he thought desirable. The letter, was intended primarily for British readers, but it was assumed that other people, including Americans, would print it it they thought it useful. I would have been ,glad if any of them should have done so.” .... .
