London, March 9 ColDnel Henly, an expert, has returned to America after a tour of Germany, where he reports that there are huge aircraft enterprises, obviously military, including hydrogen apparatus with a capacity of charging twenty of the largest Zeppelins daily. The Times, in a leader, points out this is in direct contravention of Article 201 of the Treaty.
