Received March 11 noon London, March 9 The special Trades Union Congress meeting on 11th March will be the momst momentous in the history of the labour movement. It is called to decide the question whether and how Government shall be compelled to adopt nationalisation of the mines. The agenda paper offers alternative means, firstly by a general strike, secondly by intensive political propaganda. Hence the Congress will have to decide between revolution or constitutional action. It is noteworthy that at the recent by-elections at Ashton. Wrekin, and Paislov nationalisation candidates were defeated. The opinion is expressed that the Congress will be fairly evenly divided, bat a small majority will be against a strike, althpngh it is certain that the miners vote of 700,000 will be given soildly for direct action. The miners bv a 200,000 majority favoured diiect action in the event of Government refusing nationalisation.

The Scottish Miners’ Conference at Glasgow decided to support a national stopoage of mines at the British Miners’ Federation conference in London next week.
