SECOND MEETING OF COUNCIL

Mr Balfour represented Britain, M. Bourgeois France, M. Hymans Belgium, Sig : nor Ferraris Italy, and, M. Matsui Japan. Spain, Greece, and Brazil were also represented. Mr Balfour welcomed the delegates ofi behalf of the Government. In the course of a speech, he said ho fegretted America was not represented. On the motion of M. Bourgeois, Mr Balfour was elected chairman.
