SECOND MEETING OF COUNCIL

United Press Association—By Elec trie Telegraph —Copyright.. London, Feb 13. The second meeting of the League of Nations Council was held at St. James Palace to-day. Mr Balfour represented Britain, M. Bourgeois France, M. Hymans Belgium, Sig : nor Ferraris Italy, and, M. Matsui Japan. Spain, Greece, and Brazil were also represented. Mr Balfour welcomed the delegates ofi behalf of the Government. In the course of a speech, he said ho fegretted America was not represented. On the motion of M. Bourgeois, Mr Balfour was elected chairman. A , The Council then dealt privately with the agenda, including the question of Switzerland’s entry into the League ; appointments covering the commission of the Saar Basin; high commissioner of Dantzic and the proposed list of names" of international jurists to be invited to form a committee to prepare plans for a court of international justice, and the constitution of an international body for health problems.
