He goes to Moscow, where it is believed he will institute Bolshevist propaganda for the Ottoman Empire. TREATY WITH FINLAND. The Echo de Paris says that Soviet delegates have arrived at Helsingfors to negotiate a provisional treaty of commerce with Finland.
