According to a despatch from Omsk, Kato, the special Japanese Ambassador at Omsk, has issued the following statement The aim of my presence is to strengthen the bond between the Russian and the Japanese people. A strong united Russia is indispensible from Japan’s point of view. Japan’s aim in regard to Russia is disinterested. The presence of Japanese troops in Siberia depends on the wishes of the Russian Government, and when it feels it no longer needs- them we will recall the troops immediately.
