United Press Association—By Electric Telegraph—Copyright. New Y'ork, Oct. 26. The Times’ Peking correspondent says that a movement of General Seminoif with 2000 Cossacks iu Manchuria resulted in an order from the Chinese Government to Chang Tsolin, the commander of three eastern provinces, to disarm them. Chang Tsolin did not obey, fearing Japanese interference. The Cossacks are now moving towards Vladivcstock.
