The Privy Council Oommitte'e which was appointed to examine the Treaty has virtually completed, and is expected pd submit its report to a full meeting of the Council shortly. Ratification of the Treaty is expected early in November. New York, Oct. 26.

In the Senate, Senator Hitchcock asserted that the attitude of some of the Republicans indicated tillibustering with the apparent purpose of preventing a final vote on the Treaty until next session of Congress, j Vienna, Oct. 26. The President has signed the Peace Treaty of Paris.
