The German Government adnrito hesitating to join the blockade against Soviet Russia, and is waiting till neutral attitude is determined. A wireless message from Moscow states that the Russian Government learns that the Entente has invited Germany to join the blockade, and ■warns Germany that the Russian Government would regard such participation as a deliberate act of hostility.
