POSSIBILITIES OF FUTURE. THE COMPETENCY OF PILOTS. The report is that of the Civil Aerial Transport Committee to the Air Board. They state that preliminary action has already been taken by several of onr Allsea for the purpose of preparing for civil aerial transport, in some cases by the institution of experimental postal services, and that it isjof vital importance that the British Empire should not lag behind other mUons in this movement. The matter is taken much further by a Special Committee which has been dealing with the question of the national sovereignity of the air. They state that; “The question of certificates of air worthiness one which requires close attention. For the purpose of ensuring safety for the ordinary population it is better to provide for the competency of pilots by stringent regulations rather than to run the risk of hampering the development of civil aeronautics by imposing on all aircraft ouerons conditions as to tests and examinations.
