DIFFICULTIES WITH THE -GERMANS HOPES OF AN ARRANGEMENT. Received July 2, noon. The Hague, July 1. The Prisoners of War Conference was resumed tc-dajv It is expected to conclude early in the week. Sir G-. Cave stat-s that it lies been difficult to arrange for the -exchange of prisoners, hut he entertains hopes that the Conference will come to a reasonable agreement.
