Russian aviators are drojjping leaflets, inciting the population. REINFORCEMENTS FOR FINLAND. Petrorgad, Feb. 23. A report from Haparanda states that four vessels have arrived from Germany, bringing provisions and German volunteers and ;; Finnish cavalry (who formerly served in Germany), 100,000 rifles and a large quantity of field and machine guns. , A strong offensive is expected towards Yiborg and Mammerfors. The World’s Rome correspondent states tiiat Slavs who escaped from Cattaro report that the Austrian fleet at Cattaro mutinied, and that disaffection spread to Poln, Flume and Austrian ports. Discontent throughout Austria is reaching the proportions of an incipient revolt, due to Bolshevist propaganda.
