The Koluische Zeituog is informed on good authority that the Bolsheviks consider loans for war purposes completely paid off by the blood of the Russian people, but will not repudiate loans intended for productive purposes, including -railway loans, to which Germany has subscribed. Arising out of the armistice the Central Powers and Russia have agreed to an immediate exchange of civilian prisoners and improvement of conditions of war prisoners.
