Colonel Goethals has been offered the Quartermaster-General-ship. Mr 'Crozer has concluded ins testimony. He said tho United States was making many tanks for which General Pershing is organising the personnel. Rear-Admiral Harris has resigned the general managership of the Emergency Fleet Corporation and Charles Pie/, succeeded him.
