DIFFICULTIES IN THE- WAY OF AGREEMENT.

Negotiations with the United States to raise the American embargo on steel in return for the use of Japanese shipping have been broken off, Japan contending that assistance given to Allies must not infringe on the necessities of national existence. Washington is still hopeful that an argoement will he reached.
