GAS DISCOUNTS.

To The Editor. SIR, —As one interested in tho discussions that have recently taken place at the Marten Borough Council’s meetings re gas accounts, I should he pleased to ask the Mayor, “upon what authority do the Council act in allowing discounts for payments of gas accounts after tho date stipulated in the Council’s bylaws?” And “is it not correct, that whim the by-laws state that the gas accounts must he paid by if certain date, otherwise the discount will not be allowed, that con rse must he adhered to, and that neither the Council nor the Town Clerk have the authority to extend the date of discount, unless such provision is made in the by-laws for such emergency?”—l am, etc., “INTERESTED.”
