It states that one -speaker conveyed Von Hollweg’s reply to the conference's demands for submarine rnthlessness, saying it could not yet begin. Herr Duisborg caused a sensation in the conference by announcing that he was Hiudenburg’s special envoy and had heon instructed to request the conference to abandon the campaign for ruthlessness. Subsequent speakers declared thatHiudenburg’s wishes had decided them not to proceed further. Count Reventlow then violently attacked Von Hollweg for falsely inspiring Hiudenburg, who had onlyheard one side.
