| VIOLATION OF MONRE DOCTRINE, j SIMILAR SITUATION RECALLED. j Paris, Oct. 16.. Jean Herbt-I te, pm international authority, says Uso violated the Monro Doctrine. Will America permit the doctrine to be disregarded, Monro intended the prohibition to apply to naval as well as military control. He recalls that in 1870 French cruisers were watching off I New York for German ships. This resulted in a warning to France. The principle then laid down has not I been forgotten.
