BRUSILOFF’S INITIATIVE.

THE SITUATION HOPEFUL. London, Oct. 15. The Observer’s Petrograd correspondent says: The Germans are still energetcially counter attacking, vainly attempting to wrest from Brnsiloff the initiative. The fortifications at Halicz still atrtact and rend the Russian onslaught. Meanwhile the Russians have gained and retained ground, particularly near Brzezany and Svinnky, manifesting the strong and insistent is purpose of operating in important critical directions on the southern front. Progress, however, is necessarily slow. German absolutism has gradually hardened,up the organisation from Berlin to Bagdad for the supreme struggle. Opposition to Brnsilofl’ has trebled in vigor. Moreover, bis aims must be partly determined by the events on the Roumanian front. The danger in Dobrudja momentarily retarded the Russian advance in Galicia, but when the Bnlgars were thrown back the advance was resumed in strength. This was opportune ter the Roumanians when facing strong enemy forces in southern Transylvania. The operation in Galicia henceforth will he an integral part of the Allies’ Balkan campaign. The Russians are closely assisting the Allies in the most urgent task in the East—aiming at the defeat ot the Bulgarians; to cut the enemy lines of communication, and especially to stop the Balkan express The situation from that standpoint is hopeful. Whether Lemberg is taken soon or not, the Russians are hastening the day when General Avereseu and General Sarrail will meet in Sofia.
