The Joint State Navy and Neutrality Board has submitted to the State Department a report and recommendation concerning submarine •warfare off the American coast. The findings of the Board are unfavourable to the continuance of German activities similar to last Sunday. Such operations in proximity to America constituted a nuisance, which should be abated. America should refuse hospitality to all belligerent a policy apparently similar to that of Holland.

In a report to the owners of the Blomersojik. the captain says lie informed the U 53 that the Blomersojik was a neutral loaded with grain from the United States for Holland. The submarine’s captain replied that he was under orders to sink any ship bound by way of an English port, and gave them 25 minutes to leave the ship.

The Dutch Government announces that'Germany disavows the action of the commander of U 53 in sinking the Blomersojik, and promises compensation tor the vessel and cargo.
