MARTON BOROUGH COUNCIL.

The fortnightly meeting of Marton Borough Council was held last night. Present: His Worship the Mayor (Mr F. C. Wilson), Crs, Spencer, Lloyd, Miles, Hunter and Harris.

Correspondence was dealt with as follows;—

From Messrs Reid and Gray re delay in delivery of road roller and explaining that the makers had difficulty in obtaining certain parts on account of the war work jn England —Received.

From Mr R. T. Morris asking that gravel be put on ruts in Hereford Street and that footpath he tarred; also complaining that horses are tied on the footpath adjacent to tennis 1 ground and baths, causing a nuisance—The Borough foreman reported that the necessary gravel had been put down. The matter of tarring footpath was deferred. In regard to the horse nuisance it was decided that notice should be given that impounding proceedings would be taken against offenders. Discussion arose as to providing suitable accommodation for horses near the baths, which Or. Miles urged, but the matter was deferred. From the Inspector of Nuisances asking who were the Council’s solicitors through whom proceedings in connection with sanitary by-laws should be taken—Resolved that he bo informed that all matters affecting enforcing of the by-laws should be dealt with by the Council first. ° From Messrs Rees and Upchurch in explanation, in reply to letter from the Council regarding certain irregularities in drainage work in two buildings in town. The Mayor reported on an examiation made by nimself and the Sanitary Inspector, and after discussion it was resolved that Messrs Rees and Upchurch be requested to submit proper plans and permit be obtained for alterations to sewerage at Messrs Halleustein Bros’ premises in Broadway, and that the work be carried out to the satisfaction of the Inspector, and that this resolution also apply to work done on Brown and Sheriff’s property in Oxford Street, a copy of the above resolution to be sent to Health Inspector. From Mr Pargeter asking that he and Mr Swindells be appointed inspectors as from Ist June—Discussion of the matter showed that Councillors thought it inadvisable to have two inspectors, and it was resolved that Mr Pargeter be appointed, as at present, he to provide a substitute if necessary. From Messrs Ingle Bros, and Meyer asking permission for extension of a right of way—Resolved that permission be granted, snbject.to inspection and approval of the Mayor and Town Clerk From Wanganui Hospital and Charitable Aid Board reporting on sickness in the district for month of September, which showed one case of scarlet fever and one case of diphtheria were reported in Marton—Received.

From Mr Green wanting to rent piece of Council’s land adjoining his residence—Resolved that he be granted use of secion at rental of £1 per annum, subject to termination if required. The Borough foreman’s street report for fortnight ending, Ocober 23rd, was read as follows: During the fortnight the usual street maintenance has been carried out and have finished the shed for mixing the asphalt. Sis trucks of crusbings have come to hand. Have put in a sump on Wellington Road to take the water into the old metal pit, and another day will finish the fifteen inch pipe crossing on Pukepapa Road at railway. Have made a start to cut back Che bank at the Wesleyan Parsonage. Water: A start has been made to lay the six inch pipe to the railway station. Mr Shepherd reports the dam is overflowing. Gas Main: The gas main has been laid to Broadway for a distance of seventy chains and have taken up the old two inch water main and another day will finish laying Queen Street for a distance of ten chains.

The report was adopted. Cr. Spencer moved, in accordance with notice, “That a charge of £2 he made for each sewerage and water connection in future.”

Letters were read from Hawera, Feilding and Taihape Borough Councils showing the practice in those places. The Borough foreman gave average cost of connections to boundary fence.

Cr, Hunter thought an injustice would be done to residents of such streets as Mill Street and Pukepapa Road where the mains had not so far been carried. It was pointed out that those streets could be specially dealt with when tne necessary loans for such works were brought up.

|Councillors considered the proposed charge a fair one, and the motion was seconded by Or. Miles and carried unanimously. Resolved that a special meeting to consider finance and sanitary bylaws be held on Monday next. The Council rose at 9 p.m.
