Newspapers consider Senator Raynor’s death seriously hampers tariff revision, as it reduces the Democrats’ majority to one. The filling of the vacancy rests with the Governor of Maryland, who is likely to nominate a Republican, thus equalisin'* parties and making only Conservative revision possible unless the Republican insurgents help the Democrats.
