The Times welcomes the suggestion that Mr Winston Churchill should visit New Zealand, though it may prove impracticable. The German Navy Law and the change of Ministries in some Dominions have aroused the desire for a conference whereat the new situation may be discussed. Mr Borden believes in a single Imperial fleet, but the problem remains how the separate Cabinets are to maintain a single fleet. Tiie best step is the delegation of a Minister from each Dominion to a Committee of Defence. The Dominion Governments would then have a safeguard against the intrusion of "British party exigencies into questions of Imperial concerns.
