In the Senate, Mr Percy strongly withstood the Panama Canal Bill proposal to-grant free toll to United States shipping The Hay-Paunce-fote Treaty did not permit the United Stages' to discriminate against foreign shipping. The country should keep its solemn contracts. Britain had given up certain sights under the Olay ton-Bui wer Treaty, otherwise the United States would have bean unable to ever build the canal.

The Senate adopted a resolution previously passed by the House regarding the preservation of Australian Interests under the Panama Canal Bill.
